About Lohia Clean Bihar Campaign (LSBA) :
Under the Lohia Clean Bihar Campaign (LSBA), the target is to make the rural areas open defecation in the open, which is to be completed with the provisions of the Centrally sponsored Swachh Bharat Mission (Rural) (SGM-G) and State-sponsored Lohia Sanitation Scheme. Under this campaign, to provide toilets to 1.66 crore households and to achieve the target of making defecation free in Bihar by October 02, 2019. Under the Swachh Bharat Mission (Rural) under the Ganga Action Plan (Namami Gange), 12 districts of the state like; In the 307 panchayats of 61 blocks situated on the Ganga coast in Begusarai, Bhagalpur, Bhojpur, Buxar, Katihar, Khagaria, Lakhisarai, Munger, Patna, Samastipur, Saran, and Vaishali districts, aim is to make them defecation free.
Purpose of Lohia Clean Bihar Campaign (LSBA): -
A) Cleanliness cover in rural areas in a time bound manner to achieve the goal of "open defecation in Bihar".
B) Inclusion of various stakeholders such as representatives of Panchayati Raj Institutions, package level associations, village organizations, self help groups, disabled self help groups, various government departments and NGOs through activities of cleanliness campaign.
C) To adopt community based Total Cleanliness (CLTS) strategy to ensure mass behavioral changes and safe conduct of cleanliness which will make the entire community aware of cleanliness.
D) Implementation of Solid and Liquid Residual Management (SLWM) to ensure community based complete hygiene.
